Chief Executive Officer
Alicia E. Mitchell is a veteran and accomplished executive leader with 25+ years of experience driving operational excellence across healthcare, behavioral health, hospital systems, nonprofit organizations, and state and federal government. As a strategic and results-oriented executive, she has led large-scale operations, regulatory compliance initiatives, workforce development programs, quality improvement efforts, and organizational transformation projects that improve performance, reduce risk, and strengthen outcomes.

Sheila E. Mitchell
Chief Operating Officer
Ms. Sheila E. Mitchell is a highly accomplished senior executive with more than 30+ years of experience in leadership development, executive coaching and mentoring, systems reengineering, project management, strategic planning, and restorative justice. She holds a Master of Arts degree in Conflict Resolution.
Throughout her career, Ms. Mitchell has provided consulting services to a wide range of organizations, including Canadian Pacific, the Los Angeles and Alameda County Probation Departments, the Cayman Islands government, and Jamaicans for Justice. She is a sought-after speaker who has presented papers and facilitated workshops on innovative and proven approaches to systems transformation.
Under her leadership, Santa Clara County, California became one of the first counties in the United States to establish a comprehensive policy addressing the needs of LGBTQIA individuals within the criminal justice system. She also served as the chief architect of a major prison realignment initiative aimed at improving educational outcomes for adult probationers and parolees, with a strong emphasis on successful community reintegration.
Currently, Ms. Mitchell provides consulting services to nonprofit organizations and philanthropic foundations, focusing on organizational leadership, board development, competency building, and social justice transformation.
A dedicated community advocate, Ms. Mitchell previously served for more than a decade as Board Chair of a national community-based organization committed to developing sustainable leadership for social justice. She is a former member of the Society of Professionals in Dispute Resolution, where she served as a mediator in Georgia, and she continues to contribute her expertise as an advisor to the Sierra Health Foundation.
Ms. Mitchell’s contributions have been widely recognized. She was named one of the 100 Women of Influence in Silicon Valley by the San Jose Business Journal and is an American Leadership Forum Senior Fellow. Her honors also include the NAACP Cesar Chavez Social Justice Leadership Award and the Santa Clara County Superior Court Distinguished Service Award for her outstanding commitment to and impact on social justice.
Ronald L. Mitchell

Mr. Ronald L. Mitchell is an experienced behavioral health and human services professional with over 30+ years of expertise in mental health and substance abuse counseling, serving both youth and adult populations. He has a strong background in case management, patient advocacy, and program coordination, with a consistent focus on empowering individuals toward long-term stability and self-sufficiency. His experience spans corrections, halfway housing, and community-based programs, including services supporting immigrant populations.
Mr. Mitchell brings extensive knowledge in policy development, regulatory compliance, investigations, and data management. He possesses a solid understanding of industry standards, including ACA guidelines, and is recognized for his strong communication skills, collaborative leadership style, and effective problem-solving in high-impact environments.
In addition to his work in human services, Mr. Mitchell has over 11 years of experience as a licensed insurance agent, specializing in property, casualty, life, accident, and sickness coverage. He is also a dedicated public servant, having served as an AmeriCorps VISTA Volunteer for more than four years, contributing to community development and anti-poverty initiatives.
Mr. Mitchell holds a Master of Arts in Psychology from the State University of West Georgia, as well as a Bachelor of Science in Psychology and an Associate of Science in General Studies from Georgia State University.
